P2CE3Intake Air Heater C Circuit Low

P2CE3 indicates that the powertrain control module (PCM) has detected an abnormally low voltage condition on the intake air heater circuit C, which is typically a ground-side control circuit for one of the heater elements. The PCM expects to see a specific voltage range when the heater is commanded on or off, and a low reading means the circuit is shorted to ground, the heater element has failed, or the wiring has a continuity problem.
