P23E6EGR C Control Stuck Closed

P23E6 indicates that the powertrain control module has commanded the exhaust gas recirculation (EGR) valve for circuit C to open, but the valve remains stuck in the closed position. The computer detects this by comparing the expected change in intake airflow or manifold pressure against the actual sensor readings when the EGR valve is commanded open.
