P23E7EGR C Flow Insufficient Detected

P23E7 indicates that the powertrain control module has commanded the exhaust gas recirculation valve to open but the expected change in intake airflow or manifold pressure did not occur, so the system is not flowing the amount of exhaust gas the computer calculated. The code is set when the monitored sensor feedback stays outside the expected range for the commanded EGR duty cycle.
