P23E5EGR C Control Stuck Open

P23E5 means the engine computer has commanded the exhaust gas recirculation (EGR) valve for cylinder bank 2, circuit C, to close, but the valve position feedback indicates it is still open. The computer detects this mismatch between the commanded closed state and the actual open position, which can upset combustion and emissions control.
