P28EFEngine Disconnect Clutch Actuator Performance/Stuck Off

P28EF indicates that the powertrain control module (PCM) has detected a performance fault or stuck-off condition in the engine disconnect clutch actuator circuit. The engine disconnect clutch, used in some hybrid and automatic-start-stop systems, physically decouples the engine from the drivetrain; the PCM commands the actuator and monitors its response, and when the actuator fails to move or stays in the disengaged position when engagement is requested, this code is stored.
