P28C3EVAP System High Load Purge Line B Performance

P28C3 indicates that the powertrain control module (PCM) has detected a performance problem in the high-load purge line of the evaporative emission (EVAP) system, specifically when the purge flow is commanded to be high. The PCM monitors the fuel tank pressure or purge flow and expects a certain change when the purge valve is opened wide; if the response is outside the expected range, it sets this code.
