P23B3NOx Sensor Heater Control Circuit High Bank 1 Sensor 3

P23B3 means the engine computer has detected an abnormally high voltage on the heater control circuit for the third nitrogen oxide (NOx) sensor on bank 1, which is the side of the engine containing cylinder one. The computer expects the heater circuit to draw current in a normal range, and a high-voltage reading tells it the circuit is open, has excessive resistance, or is not being pulled low by the sensor heater element.
