P22C3O2 Sensor Pumping Current Trim Circuit Low (Bank 2 Sensor 2)

P22C3 means the engine control module has detected that the pumping current trim circuit for the downstream oxygen sensor on bank 2 is reporting a voltage or current below the expected range. This sensor is a wideband air-fuel ratio sensor, and the trim circuit fine-tunes the sensor's pumping current to keep its reading accurate; a low signal tells the module the circuit is shorted to ground, open, or the sensor is failing.
