P2C99Throttle Actuator A Control Exceeded Learning Limit

P2C99 means the engine computer commanded the throttle actuator on bank A to move to a target position, but the actuator's learned position correction exceeded the maximum limit the computer will accept. The electronic throttle body is not reaching or holding the commanded position within the range the control module considers normal, so it has flagged the actuator's adaptive learning as out of bounds.
