P2B51 indicates that the powertrain control module (PCM) has detected a performance fault with the bank 1 'B' camshaft profile actuator, specifically that the actuator is stuck in the off position or is not achieving the commanded profile change. The PCM commands the actuator to switch camshaft profiles and monitors the resulting change in engine behavior; when the expected change does not occur within a calibrated time, this code is stored.
