P2A23 means the powertrain control module has detected a performance fault in the control circuit for the alternative fuel tank shutoff valve B, specifically that the valve is stuck in the off or closed position when commanded to open. The computer monitors the circuit and sees that the valve does not respond as expected, which can prevent alternative fuel from flowing from the tank.
