P25D9Fuel Level Sensor C Circuit Low

P25D9 indicates that the powertrain control module (PCM) has detected a low voltage condition on the fuel level sensor C circuit, which is part of the fuel level sending unit inside the fuel tank. The PCM expects a voltage signal that varies with fuel level, and a sustained low reading tells the computer that the circuit is shorted to ground or that the sensor's resistance has dropped below the normal range.
