P259DExcessive Time To Enter Closed Loop Turbocharger B Boost Control

P259D indicates that the powertrain control module (PCM) commanded the turbocharger's variable-geometry or wastegate actuator to enter closed-loop boost control, but the system failed to reach the expected feedback state within the calibrated time window. The PCM monitors the turbocharger boost control position sensor and compares actual actuator movement against the commanded target, and it sets this code when the response is too slow or absent.
