P24C1 means the engine computer has commanded the EVAP system's leak detection pump switching valve to change state, but the valve did not respond as expected and appears stuck in the off position. The computer monitors the valve's electrical circuit and its effect on the evaporative emissions system, and it sets this code when the valve fails to switch when told to do so.
