P23D0Fuel Heater Control Module Feedback Signal Circuit High

P23D0 means the fuel heater control module is reporting a feedback voltage that is higher than the expected range, so the powertrain control module (PCM) has detected an open or short-to-power condition in that feedback circuit. The heater itself may still function, but the PCM cannot trust the module's status signal and will set this code while possibly disabling heater operation.
