P23CDFuel Heater Control Module Feedback Signal Open

P23CD means the fuel heater control module is reporting an open circuit on its feedback signal wire, so the powertrain control module (PCM) cannot confirm the heater is actually working. The PCM expects a voltage return on the feedback circuit whenever it commands the heater on, and it sets this code when that return is missing or out of range.
