P23C2NOx Sensor Delayed Response High to Low Bank 1 Sensor 3

P23C2 means the powertrain control module (PCM) commanded the bank 1 sensor 3 nitrogen oxide (NOx) sensor to switch its output from a high reading to a low reading and the sensor took too long to respond. The PCM monitors the sensor's response time during its self-test and sets this code when the transition exceeds the calibrated threshold.
