P23BB indicates that the powertrain control module has detected an abnormal electrical condition in the heater circuit of the third nitrogen oxide (NOx) sensor on bank 1, which is the side of the engine containing cylinder number one. The computer monitors the heater element's current draw during startup and continuous operation, and it sets this code when the measured resistance falls outside the expected range for the sensor's temperature.
