P23A3Exhaust Heat Exchanger Bypass Valve B Control Circuit Low

P23A3 means the powertrain control module (PCM) has detected a low-voltage condition on the control circuit for the exhaust heat exchanger bypass valve B, which is used to route exhaust gas around the heat exchanger for faster engine warm-up and cabin heating. The PCM commands the valve to a position and monitors the circuit, and a low reading tells it the circuit is shorted to ground or the valve actuator is drawing too much current.
