P0D96 indicates that the battery charger coupler unlock control circuit has a low-voltage condition, meaning the control module detected a short to ground or an abnormally low signal on the circuit that releases the charging coupler latch. This circuit is used on plug-in hybrid and electric vehicles to command the coupler to unlock so the charging connector can be removed safely.
